震災後、在日移民には特に支援が行き届かず、心のケアや雇用創出が問題になってきた。岩手・宮城・福島には3000人以上のフィリピン人女性（シングルマザーが多い）がおり、日本での社会経済的地位は低く、就職難と子育てに苦労している。一方で、日本での英語・多文化教育の必要性は高まっているが、地方における英語教育の機会はまだ限られている。

After the disaster, immigrants in Japan were left without necessary support including mental care and job placement. More than 3000 Filipino women, mostly single mothers, reside in Tohoku. Their socioeconomic status in Japan is low, and many are struggling to find jobs and raise their children. In addition, English and multi-cultural education opportunities are limited in the rural areas of Japan.

在日フィリピン人女性を中心とするエスニックマイノリティを、英語講師として育成し、英語教室や英語託児所等コミュニティベースの英語教育サービスを利用しやすい価格で提供する。モンテソーリ教育等の先進教育手法を取り入れ、子どもの創造力を活かすカリキュラムを開発している。

SEELS trains Filipino immigrants in Japan as English teachers and manages affordable community-based English education business including language schools and English pre-schools. SEELS develops special curriculum for children to express their creativity, combining alternative education methods such as Montesorri.

◆◆　From Output to Impact　◆◆

これまで約1500名のエスニックマイノリティがシールズのトレーニングに参加した。 修了生により16の英語教室が東北や他の地域で開かれ、約600名の生徒に英語・多文化教育を提供してきた。先生になったフィリピン人女性は「以前は水商売で働く女性とみられていたが、道で会った子どもたちに『先生』と声をかけられるようになった」と、自信と自尊心の向上が見られる。

About 1500 Filipino migrants and other migrants participated in SEELS trainings to date. 16 language schools, taught by program graduates, opened in Tohoku and other parts of Japan. They provided English and multi-culture education to about 600 students. After becoming SEELS teachers, the Filipino women improved their self-confidence and self-worth, stating, “People either ignored me on the street or assumed that I worked at a night club. Now, my students call me “teacher!” on the street.”
